Full Description

Preface:

This is the third edition of CSA C819, Performance of general service fluorescent lamps. It supersedes the previous editions published in 2011 and 1995.

The following revisions are included in this new edition:
a) types of lamps covered by this Standard have been updated;
b) references and definitions have been updated; and
c) efficacy levels have been revised.

This Standard aligns with the US Department of Energy (DOE) final rule on general service fluorescent lamps (GSFL) published on January 26, 2015 (10 CFR Part 430).

CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of Natural Resources Canada (NRCan), BC Hydro, Manitoba Hydro, Efficiency One, Hydro-Québec, the Canadian Electricity Association (CEA), and SaskPower.

This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group.

Scope:

1.1
This Standard specifies performance requirements and related test procedures used to evaluate fluorescent lamps intended for general service applications.

1.2
This Standard includes performance requirements for lamp efficacy.
1.3
This Standard applies to
a) any straight-shaped lamp, commonly referred to as 4-ft medium bipin lamps, with medium bipin bases, of 1200 mm (48 in) nominal overall length and a rated wattage of 25 W or more;
b) any U-shaped lamps, commonly referred to as 2-ft U-shape lamps, with medium bipin bases, between 560 and 635 mm (22 and 25 in) nominal overall length and a rated wattage of 25 W or more;
c) any rapid-start lamps, commonly referred to as 8-ft high-output lamps, with recessed double- contact bases, of 2400 mm (96 in) nominal overall length;
d) any instant-start lamp, commonly referred to as 8-ft slimline lamps, with single-pin bases of 2400 mm (96 in) nominal overall length and a rated wattage of 49 W or more;
e) any straight-shaped lamp, commonly referred to as 4-ft miniature bipin standard output lamps, with miniature bipin bases, between 1143 and 1200 mm (45 and 48 in) nominal overall length and a rated wattage of 25 W or more; and
f) any straight-shaped lamp, commonly referred to as 4-ft miniature bipin high output lamps, with miniature bipin bases, between 1143 and 1200 mm (45 and 48 in) nominal overall length and a rated wattage of 44 W or more.

1.4
This Standard does not apply to the following:
a) fluorescent lamps designed to promote plant growth;
b) fluorescent lamps specifically designed for cold temperature applications;
c) coloured fluorescent lamps;
d) impact-resistant fluorescent lamps;
e) reflectorized or aperture lamps;
f) fluorescent lamps designed for use in reprographic equipment to reproduce, reprint, or copy graphic material;
g) fluorescent lamps designed to produce radiation in the ultra-violet region of the spectrum where light has a wavelength between 10 and 400 nanometers; and
h) lamps with a CRI of 87 or greater.

1.5
The values given in SI units are the units of record for the purposes of this Standard. The values given in parentheses are for information and comparison only.

1.6
In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application. See more
