Preface 

This is the first edition of CSA Z276.1, Design requirements for marine structures (DRMS) associated with LNG facilities . It replaces CSA SPE-276.1, published in 2020. This Standard contains basic reference data relating to design, supplemented by specific requirements where necessary to establish a uniform interpretation of the design requirements. The purpose of this Standard is to fulfill a need for design requirements pertaining to LNG marine structures. CSA Z276, which covers facilities for the storage, vapourization, transfer, handling, and truck transport of LNG, establishes essential requirements and minimum standards for the design, installation, and safe operation of LNG facilities. CSA Z276, Clause 11.4, outlines key considerations for civil/structural marine facilities associated with LNG loading. This Standard is intended to supplement the requirements in CSA Z276, Clause 11.4, with specific requirements where necessary to establish a uniform interpretation of the design requirements. This Standard addresses the design of marine structures that provide structural support to topworks and are used to moor/berth LNG carriers. It should be noted that while this Standard does not define construction requirements, it is assumed that the construction of the marine structures will be executed in accordance with engineering design consistent with the requirements in this Standard. This Standard was prepared by the Subcommittee on Design Requirements for Marine Structures (DRMS) Associated with LNG Facilities, under the jurisdiction of the Technical Committee on Liquefied Natural Gas Production, Storage, and Handling and the Strategic Steering Committee on Petroleum and Natural Gas Industry Systems, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. 

Scope 

1.1 General 

This Standard applies to the engineering analysis and design of permanent marine structures that provide structural support to topworks and are used to moor/berth LNG carriers. 

1.2 Applicability 

This Standard is applicable to the marine structures of an LNG marine terminal, as shown in Figures 1to 4, and includes the following: a) shoreside abutment; b) access trestle from the shore to the loading platform; c) loading platform; d) berthing and mooring dolphins; e) catwalks; f) quay wall structures; and g) multi-buoy moorings (spread moorings). 

1.3 Change of use of existing structures 

Change of use of existing structures refers to the utilization of an existing marine structure that, when initially constructed, was not intended to transfer LNG. Existing marine structures that are converted to transfer LNG should conform to this Standard. Note: This Standard does not cover the entire scope of work associated with assessing, rehabilitating, and converting an existing marine facility to an LNG facility. 

1.4 Exclusions 

This Standard does not apply to a) floating LNG terminals and ship-to-ship transfers; however, there can be fixed structures forming part of such facilities for which this guidance might be applicable (see CSA Z276.2); b) LNG marine facilities for vessels less than 25 000 deadweight tonnes; c) LNG fuelling; d) construction requirements; and e) design and operations of topworks supported by marine structures (see Figure 4). 

1.5 Terminology 

In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
