FOREWORD

The system-wide information management (SWIM) is a means for managing and exchanging information. It replaces the current ground-ground point-to-point information exchange paradigm with the exchange of information via interoperable services based on internet technologies.

The guidance material contained in this manual has been developed by the Information Management Panel (IMP) to assist organizations in the planning and implementation of information services to make the air traffic management (ATM)-related information available, allowing information service providers to interact effectively with information service consumers. This manual provides an in-depth look at how information service providers prepare for the delivery of information and how information service consumers discover and consume information services. The guidance material supports the implementation of the Procedures for Air Navigation Services – Information Management (PANS-IM, Doc 10199).

It addresses the exchange of, for example, flight and flow, aeronautical and meteorological information via information services enabled by a technical infrastructure that provides capabilities, such as, messaging and service monitoring. The scope is limited to the exchange of information between information service providers and consumers. It touches on data origination in the quality management system (QMS) aspects; however, the specific aspects of data and information collection and processing are out of scope of this manual. Also, this manual describes the global interoperability framework (GIF) and the architectural frameworks that provide the backbone for interoperability.

In addition, it elaborates on information management as articulated in the Global Air Traffic Management Operational Concept (GATMOC, Doc 9854) and on the Manual on the System-wide Information Management (SWIM) Concept (Doc 10039).

Comments on this manual, particularly with respect to its application and usefulness, are appreciated. These comments will be taken into consideration in the preparation of subsequent editions.
